Telegram from the Governor of Hong Kong to the Secretary of
State for the Colonien
(Received, Colonial Office, 7.30 p.m. 15th November,
1919.)
Urgent.
Portuguese Government have ombled to Governor of Macuo suggesting that (7Chinese) may take violent action to stop the harbour works at that port which have lately given rise to friction. In the telegram it is said
"You can have recourse to Hong Kong in case of diffi- culty a British Government promises possible help if
ranted".
1 understand that there are sufficient forces at Macao to deal with an armed raid but not to meet an attack
in force.
What course am i to adopt if an appeal for assist-
ance is made to me?
